Research and Operations Team

Principal Investigator and Director
Dr. Judith T. Kildow

Judith Kildow, Director and PI for the National Ocean Economics Program, is the first Social Scientist at the Monterey Bay Aquarium Research Institute in Moss Landing, California, effective in January 2007. Her mission is to carry forward her ocean economics program, build a solid social science foundation, and to add and integrate marine policy and coastal and ocean economics to the marine science and engineering research at MBARI.

Dr. Kildow remains adjunct professor at CSUMB in the Division of Science and Environmental Policy, where she was the James W. Rote Distinguished Professor of Science and Environmental Policy for the period 2003-2006. Prior to her appointment in 2003, she served as a faculty member in the MIT Department of Ocean Engineering for 26 years where she taught and did research on coastal and ocean management issues. She was also a member of the Research Faculty at both the University of Southern California Wrigley Institute for Environmental Studies, and the Gund Institute for Ecological Economics and The Rubenstein School of Environmental and Natural Resources at The University of Vermont. She remains a visiting Fellow at the Gund Institute. She has served on numerous federal and state commissions, National Academy of Sciences panels, and boards of directors. She has published and lectured widely on coastal and ocean economics and management. She received her Ph.D. in International Relations and Science Policy from The Fletcher School at Tufts University and her BA degree from Grinnell College.


Associate Researchers

Dr. Charles S. Colgan
Lead Market Economist

Charles S. Colgan is a consultant with the NOEP. He is a Professor of Public Policy and Management in the Edmund S. Muskie School of Public Service at the University of Southern Maine. Dr. Colgan is the Chair of the Muskie School’s PhD Program in Public Policy and is a Senior Research Associate in the USM Center for Business and Economic Research. His long term economic forecasts are used by the Maine Department of Transportation and the Economic Development Districts of Maine.

Prior to joining the University of Southern Maine, he served in the Maine State Planning Office, was State Economist, and Director of Natural Resource and Economic Policy. He received his B.A.from Colby College and received his Ph.D. in economic history from the University of Maine.

Dr. Jason Scorse

Jason Scorse received his PhD in Environmental Economics & Policy at UC-Berkeley under Michael Hanemann and Ann Harrison. He is currently an assisant professor at the Monterey Institute of International Studies where he teaches courses mainly in the International Environmental Policy Program. He has consulted for numerous environmental organizations and is currently writing a book entitled, "What Environmentalists Need to Know About Economics."



Administrative Staff

Pat Johnston
Information Systems Manager

Pat Johnston joined NOEP as the Information Systems Manager in December 2003 with over 27 years of I.T. experience.   He has been a consultant with major Silicon Valley computer manufacturers including Hewlett-Packard and Cisco Systems, designing and building interactive information systems.  For the past 12 years, he has specialized in internet information systems based on relational databases and networked messaging.  Prior to his consulting business, Pat was a programmer and information systems specialist for Stanford University and Santa Rosa Junior College, and taught classes at local community colleges.

Mr. Johnston received his B.A. in Mathematics and Statistics from the University of West Florida in 1970 with a minor in Psychology.  After a few years as a teacher and juvenile counselor, he continued his education in data processing and computer science at U.C. Berkeley and community colleges.

Bonnie Lockwood

Bonnie Lockwood joined NOEP in October 2004. Her background as a longtime businesswoman provides her with the capacity to oversee all activities enhancing the development and implementation of the program. Ms. Lockwood has long been an avid enthusiast for the environment and oceans. After enjoying both volunteering and working associations with John G. Shedd Aquarium in Chicago, she sought a B.A. in Environmental Studies and Politics.

An honored graduate of University of San Francisco, Ms. Lockwood earned recognition as an Associate of the Leo T. McCarthy Center for Public Service and the Common Good. During her studies she participated also in The Washington Semester Program, an intensive experiential seminar study at American University that included meetings with over forty key institutions in Washington D.C. and policy work. In addition to her work, she also enjoys multiple opportunities to volunteer at the Monterey Bay Aquarium.

Scott Norris

Scott Norris began his work with NOEP in 2004 as a part-time student researcher while an Undergraduate at California State University - Monterey Bay. In Fall of 2006 he graduated with top honors, earning a dual-emphasis B.S. in Environmental Policy and Watershed Studies. Scott's past work with NOEP has included Coastal Zone boundaries, coastal state profiles, and his continuing work with the Elkhorn Slough National Estuarine Research Reserve. Scott plans to attend graduate school where he will pursue a program that will prepare him to guide the development of environmental policy in developing nations.

The NOEP research team includes our overworked and underpaid student assistants who maintain high scholastic standards while contributing greatly to the program. Kirstin and Bethany are currently undergraduate students in the Division of Science and Environmental Policy at California State University Monterey Bay. Nathaniel, Nicholas, Shannon McDiarmid, and Elizabeth Rogers are graduate students in International Environmental Policy at the Monterey Institute of International Studies.
