Principal Investigator and DirectorDr. Judith T. Kildow Judith Kildow, Director and PI for the
National Ocean Economics Program, is the first Social
Scientist at the Monterey Bay Aquarium Research
Institute in Moss Landing, California, effective in
January 2007. Her mission is to carry forward her
ocean economics program, build a solid social science
foundation, and to add and integrate marine policy and
coastal and ocean economics to the marine science and
engineering research at MBARI. |

Dr. Charles S. Colgan
Charles S. Colgan is a consultant with the NOEP. He
is a Professor of Public Policy and Management in the
Edmund S. Muskie School of Public Service at the University
of Southern Maine. Dr. Colgan is the Chair of the Muskie School’s
PhD Program in Public Policy and is a Senior Research
Associate in the USM Center for Business and Economic Research. His
long term economic forecasts are used by the Maine Department of
Transportation and the Economic Development Districts of Maine. |
Dr. Jason Scorse Jason Scorse received his PhD in Environmental Economics & Policy at UC-Berkeley under Michael Hanemann and Ann Harrison. He is currently an assisant professor at the Monterey Institute of International Studies where he teaches courses mainly in the International Environmental Policy Program. He has consulted for numerous environmental organizations and is currently writing a book entitled, "What Environmentalists Need to Know About Economics." |

Pat Johnston Pat Johnston joined NOEP as the Information Systems Manager
in December 2003 with over 27 years of I.T. experience.
He has been a consultant with major Silicon Valley computer manufacturers
including Hewlett-Packard and Cisco Systems, designing and building
interactive information systems. For the past 12 years, he
has specialized in internet information systems based on relational
databases and networked messaging. Prior to his consulting business,
Pat was a programmer and information systems specialist for Stanford
University and Santa Rosa Junior College, and taught classes at local
community colleges.

Bonnie Lockwood Bonnie Lockwood joined NOEP in October 2004.
Her background as a longtime businesswoman provides her
with the capacity to oversee all activities enhancing the
development and implementation of the program. Ms.
Lockwood has long been an avid enthusiast for the
environment and oceans. After enjoying both volunteering
and working associations with John G. Shedd Aquarium in
Chicago, she sought a B.A. in Environmental Studies and
Politics.

Scott Norris
Scott Norris began his work with NOEP in 2004 as a part-time student researcher while an Undergraduate at California State University - Monterey Bay. In Fall of 2006 he graduated with top honors, earning a dual-emphasis B.S. in Environmental Policy and Watershed Studies. Scott's past work with NOEP has included Coastal Zone boundaries, coastal state profiles, and his continuing work with the Elkhorn Slough National Estuarine Research Reserve. Scott plans to attend graduate school where he will pursue a program that will prepare him to guide the development of environmental policy in developing nations. |
